This allows us to group operators with FIP and without FIP in one section. It also ensures page consistency (title is updated centrally). Example:  DO NOT MERGE BEFORE #183 IS MERGED! Co-authored-by: Lennart Rommeiss <[email protected]>

Dividers can be added more easily in any HTML template via
<hr class="o-divider">instead of restricting them toa-anchorlink. Required for #178.
