feat(effect): Add initial Effect SDK docs

This adds the docs for the new @sentry/effect SDK. For the first time ever auto-metrics are now in the examples, meaning the metrics button has been added in the onboarding.tsx. Not sure if there is a better term than Metrics, but I think that is pretty much nailing what it does.
