Final fixes for v26.02.1

Testing on actual HW revealed a small but crucial mistake in the earlier netd refactor. This also brings in the latest LTS kernel, which has a lot of Mediatek-related fixes.

These commits have been verified manually on RPi 4B, BPi-R64, and BPi-R3.

Before netd starts confd might want to create .conf file for it to run,
so we sort of depend on /etc/net.d existing at boot.
