Note for the TSC meeting: this just renames "completed initiatives" to "past initiatives", moves Primordials and Startup Snapshot to the past initiatives and updates the contact of Next-10 to Jacob. Putting it on the agenda as FYI and also this needs more +1 from TSC to land. (Also it would be a good time for others to chime in on whether other initiatives should be moved/added, but I'd say it doesn't have to be done in this PR and we can at least first clean up what we know can be clean up for now). |

Moving two strategic initiatives that have stablized and don't have much to report at the TSC weekly meetings.
Drive-by: rename "completed initiatives" as "past initiatives" - there rarely is anything that can be considered "completed" in Node.js, but mostly "momentum stablized".
