Also bump SQL queries by +2 for the test_read_and_update() unit test which triggers new synchronous signal handlers on grade change. See openedx/enterprise-integrated-channels#109 ENT-11229

Note: This requirement isn't pinned or anything, running
make upgradewill upgrade it. So why is it so behind? Well, apparently the last time anybody actually ranmake upgradeagainst edx-platform was October of last year. As a result, runningmake upgradewill have a lot of side-effects that I'm not prepared to deal with. Hence manually bumping the version surgically.
