In preparation for moving the cluster controller into this repo as a subproject, we can push the pluging code into a subproject. Most of the actual code/build changes relate to the upgrade to OpenSearch 3.4.0-SNAPSHOT (necessary to build with Java 25) and the associated upgrade to Netty-4.2. Description
