AO3-7266 Remove unused delete_signup_notification mailer

Purpose

Deletes views/user_mailer/delete_signup_notification.text.erb, which is empty and unused.

Testing Instructions

In the project directory, search for ‘views/user_mailer/delete_signup_notification.text.erb’. If it’s not found, the deletion was successful; otherwise, it wasn’t.
