test: use the latest cli release in tests after the next release is public

Summary

This PR follows #560 with updates to tests to use the latest Slack CLI release in tests once the next version is released.

Notes

We pin version 3.14.0 until public release since it has a bug fix required for CI on Windows - slackapi/slack-cli#353! 🏁
