chore: use major version tags for internal references

Updates most of our internal references to major version tags for the corresponding action.

Notes

• This is so we don't have to recursively update actions. The major version tag should be enough to ensure compatibility.
• Some actions don't have a corresponding major version tag (not yet v1), so I've ignored those.
