Ships #128: verdictFor refuses a check that cannot fail.

At rung ≥ 4, two shapes that used to grade verified now grade uncheckable: a check with no expect, and a constant emitter (true, :, bare echo/printf of its own expectation). Measured motive: a real agent minted a rung-4 claim with check: true and it was auto-promoted into a shared knowledge store as a novel finding; 4 of 920 shared pages carried gameable shapes.
