Ships the record-time half of the unfalsifiable-check refusal. At rung 4 and above, assertGradeableEvidence now throws for a check with no expectation and for a constant-emitter check — the same shapes verdictFor refuses at grade time, detected by the same code. Major release because a public boundary gains a throw.
