fix: use reachable license links

Summary

• replace README's missing local LICENSE file links with canonical Apache-2.0 and MIT license URLs
• keep the documented dual-license wording intact

Fixes #809.

Testing

• git diff --check
• node script verified README no longer references ./LICENSE-APACHE or ./LICENSE-MIT and includes both canonical license URLs
